In a decisive move that underscores Riverside County’s commitment to strengthening public safety infrastructure, the Riverside County Board of Supervisors has officially approved a strategic partnership with San Diego’s C&S Engineers Inc. to spearhead the architectural, engineering, and design phases of a state-of-the-art aviation hangar at March Air Reserve Base (MARB). The unanimous 5-0 vote authorizes the allocation of $655,255 from the sheriff’s department’s current fiscal year budget, marking a significant milestone in the expansion of law enforcement aviation capabilities in Southern California.

This forward-looking project represents more than just a structural enhancement—it signals a bold investment in operational efficiency, emergency response, and the future readiness of the Riverside County Sheriff’s Department. With a footprint of approximately 20,000 square feet, the proposed facility will become the central maintenance hub for the sheriff’s existing and future aircraft fleet, solidifying its role as the cornerstone of the agency’s Aviation Unit.

According to the official statement released by the department, the new hangar will accommodate three aircraft and will include a modern suite of amenities tailored to meet the evolving needs of the unit. The proposed site—strategically positioned on the southeastern end of the airfield, adjacent to the Million Air Hangar on Heacock Street—has been carefully chosen for its proximity to the sheriff’s central headquarters and its accessibility to high-priority call zones. This location will serve as a game-changer for rapid deployment during critical incidents.

Driving Innovation in Law Enforcement Aviation

C&S Engineers Inc., a firm renowned for its extensive experience in public infrastructure and aviation design, will oversee the planning and implementation of the facility. The proposed hangar will feature:

  • Ten private offices
  • Twenty advanced workstations
  • On-site outdoor fuel tanks
  • Modern break room facilities
  • ADA-compliant restrooms and locker rooms
  • A compact fitness center for on-duty personnel
  • Comprehensive security fencing
  • A dedicated parking area for staff and visitors

These thoughtful design elements are aimed at fostering a more agile and mission-ready aviation force, all while ensuring operational comfort and security for staff.

“This new facility is not just an architectural feat—it is an operational necessity,” said an agency spokesperson. “With the demand for rapid air support continuing to grow, it’s imperative that we provide our pilots and technicians with the best tools, training spaces, and resources available.”

Strategically Positioned for Maximum Impact

Currently, the sheriff’s aviation operations are split between Hemet-Ryan Airport and Jacqueline Cochran Airport in Thermal. The new location at March Air Reserve Base has been identified as the optimal command and maintenance center due to its logistical advantages. As the closest airfield to central Riverside and the sheriff’s headquarters, MARB offers unmatched speed and access—both of which are critical in time-sensitive emergency operations. The site’s infrastructure also enables seamless integration with existing aviation traffic and airfield services.

According to the Riverside County Sheriff’s Department, the base’s location is “vital for quick responses to critical calls,” and the design reflects a strategic shift toward more centralized, responsive law enforcement aviation services.

Compliance, Environmental Considerations, and Future Readiness

While the site was previously evaluated under an Environmental Impact Report (EIR) approved in 2012, C&S Engineers will conduct a thorough review to ensure that all construction and operations are compliant with the most recent state and federal environmental regulations. The firm will determine whether a supplemental EIR is required based on current assessments.

This attention to environmental stewardship aligns with Riverside County’s broader goals of responsible development, sustainability, and adherence to regulatory best practices.

A Long-Term Vision Backed by Strategic Investment

This $655,255 investment is a calculated step in elevating the capabilities of Riverside County’s law enforcement aviation operations. With growing population demands, increasing emergency incidents, and heightened security needs across the region, the aviation unit’s expansion couldn’t be more timely.

The collaboration with C&S Engineers signifies a commitment not only to operational excellence but to long-term growth and regional safety. By anchoring aviation resources in a purpose-built facility, the department ensures that its teams are equipped, prepared, and ready to respond with agility and precision.

As the architectural plans move forward, Riverside County is setting a strong precedent for law enforcement innovation across California. The upcoming phases of construction, permitting, and implementation are expected to proceed swiftly, with a vision to have the facility operational in alignment with the county’s future strategic goals.

The Board of Supervisors’ unanimous support speaks volumes—not just about the feasibility of the project, but about its critical role in safeguarding communities across Riverside County.
