Recognized as part of the March 2026 San Diego Weekly Standouts Series honoring leaders shaping San Diego, California, the Cali-Baja region, and communities connected to the region around the world.

San Diego Weekly Standouts | March 2026 Honoree

As a family medicine physician and medical director at La Maestra Community Health Centers, Dr. Claudia Montenegro is providing comprehensive, compassionate care to patients navigating not only medical conditions, but the realities of everyday life. The work through the center is expanding access to care for under resourced residents across San Diego.

SAN DIEGO, Calif.

Long before she ever stepped into a clinic, Claudia Montenegro already knew what she wanted to become.

As a little girl, she carried a red plastic doctor’s bag, moving through the world with a quiet certainty about her future. There was no single defining moment that led her there. No dramatic turning point. Just a steady belief that she would one day become a doctor.

What she could not yet see was how far from linear that journey would be.

A Path That Didn’t Follow Expectations

Claudia did not take the traditional route into medicine. She did not enter medical school immediately after college. Instead, she spent years working in the nonprofit sector, supporting individuals navigating some of the most difficult transitions in life.

Her work focused on helping clients gain employment, many of whom were justice-impacted or participating in drug rehabilitation programs. These were individuals often facing limited opportunities, layered challenges, and systems that were not always designed to support their success.

In her role, Claudia worked in case management and direct client support. She helped people take small but meaningful steps forward, celebrating each victory along the way. A job secured. A milestone reached. A moment of stability regained.

Over time, those experiences began to shift her perspective.

She realized she had been encouraging others to pursue better futures while quietly placing her own aspirations on hold.

That realization became a turning point.

She returned to school.

And step by step, she followed through on the vision she had carried since childhood.

A Physician Shaped by Service

Today, Claudia brings that same mindset into her work as a family medicine physician and medical director.

At La Maestra Community Health Centers, she practices in a setting where care is not determined by a patient’s ability to pay. The organization serves a diverse population across San Diego, offering medical, dental, mental health, and social services to individuals and families navigating complex circumstances.

Her work begins with patient care. She diagnoses and treats acute conditions, manages chronic illnesses, and supports patients through a wide range of medical needs. But her role does not stop there.

Claudia connects patients to community resources. She collaborates with multidisciplinary teams to improve care delivery. She ensures that patients are not only treated, but supported holistically.

Because in the communities she serves, healthcare is rarely just about healthcare.

It is about everything surrounding it.

Expanding Care Beyond the Exam Room

What distinguishes Claudia’s leadership is how she extends her impact beyond individual patient encounters and into the systems that shape care itself.

As a medical director, she plays an active role in reviewing clinical guidelines, evaluating policies, and ensuring compliance with both organizational and regulatory standards. She works to develop and refine departmental protocols that improve efficiency, coordination, and patient outcomes.

At the same time, she provides direct support to staff, helping create an environment where care teams are aligned, supported, and equipped to meet the needs of their patients.

Her work sits at the intersection of clinical care and system design.

And through it, she helps ensure that care is not only accessible, but consistent, responsive, and grounded in the realities patients face every day.

Understanding Patients Beyond Their Conditions

Claudia serves a diverse patient population that reflects the cultural and linguistic richness of the San Diego community. Each individual comes with unique needs, but those needs often extend well beyond a medical diagnosis.

Many of her patients are also navigating complex challenges such as housing instability, food insecurity, legal issues, literacy barriers, and the difficulty of accessing multiple systems at once.

Claudia recognizes that effective care cannot be limited to clinical treatment alone.

It requires a deeper level of connection, cultural awareness, and a willingness to understand the broader context of each patient’s life.

She works to ensure that patients are not only treated, but also supported in accessing the resources and services that contribute to their overall well-being. In this way, her role goes beyond addressing immediate symptoms; she is helping individuals move toward greater stability, dignity, and long-term health.

The Power of Being Seen and Understood

One of the most meaningful aspects of Claudia’s work is her ability to build genuine, personal connections with her patients. Her background plays an important role in this. Coming from an immigrant family and being raised in a single-parent household, she carries a lived understanding of many of the challenges her patients face.

This shared perspective allows her to connect with people in ways that go beyond clinical care.

That connection often reveals itself in small but powerful moments, such as when a patient hears a familiar language or feels understood without having to explain every detail of their experience.

These moments help create a sense of comfort and trust, which is essential in any care setting. As Claudia has observed, it is not uncommon for patients to say, “Finally, a doctor that speaks Spanish.”

While the words themselves are simple, they carry a deeper meaning. They reflect relief, a sense of trust, and the comfort of being truly seen and understood.

A Philosophy Grounded in Honesty and Care

Claudia approaches her work with a clear and grounded set of values that guide both her professional practice and personal interactions. At the core of her approach is a commitment to honesty and transparency, ensuring that those she serves feel informed, respected, and included in their own care.

She believes that effective care goes beyond simply addressing symptoms; it must also be compassionate, attentive, and human-centered. This means taking the time to listen, to clearly explain, and to honor each individual’s unique experiences and needs.

For Claudia, patients are never just cases or conditions to be managed. They are people navigating complex and often challenging circumstances, and she meets them each day with empathy, respect, and a deep understanding of their humanity.

Service That Extends Beyond the Clinic

For Claudia, care does not end when the appointment does.

It continues through her commitment to service in the community.

In addition to her role as a physician and medical director, she is an active Rotarian with the San Diego Coastal Rotary Club, where she participates in volunteer initiatives and service projects that support both local and global communities.

Rotary brings together a global network of more than 1.2 million members, including professionals, leaders, and community advocates who are committed to creating lasting change. Through service projects that range from healthcare access and education to humanitarian relief and community development, Rotary members work together to address real needs while strengthening the communities they serve.

Within that network, Claudia’s involvement reflects a natural extension of the work she already does every day.

She is not only caring for patients inside the clinic.

She is contributing to the broader ecosystem of support that surrounds them.

Because for her, service is not confined to a profession.

It is a responsibility that carries across every space she steps into.

Impact That Is Measured in Human Terms

When asked about her impact, Claudia doesn’t talk about numbers.

She talks about moments.

The patient who starts to feel better, little by little.
The person who walks in carrying more than a diagnosis, and leaves feeling lighter.
The quiet shift that happens when someone realizes they’ve finally been heard.

These are the things that stay with her.

Because for Claudia, the real measure of her work doesn’t show up on a chart.

It shows up in how people feel when they leave.

And in what they carry with them after.

If you were to ask her what she hopes her patients would say, it wouldn’t be anything complicated.

Just something real.

That she’s not only their doctor, but someone they trust.
Someone who shows up for them, consistently.
Someone who sees them as a person, not just a patient.

Someone who, in the middle of uncertainty, feels like a steady presence walking alongside them.

Looking Ahead With Intention

As a medical director, Claudia stays focused on strengthening how care is delivered across her organization. She knows real impact goes beyond one patient at a time and into the systems behind it.

She leads with collaboration, working across teams to ensure care is not only efficient, but truly responsive to what patients are experiencing in real life.

At the same time, she is committed to improving processes while supporting the people within them, both patients and providers. She understands that sustainable care depends on both.

Her approach is thoughtful and practical, centered on making care accessible, consistent, and grounded in the needs of the community she serves.

And just as importantly, she continues to advocate, not in abstract ways, but in the everyday decisions that shape real outcomes.

For her patients.
For her colleagues.
And for a healthcare system that doesn’t just function, but actually works for the people who need it most.

Why Her Story Matters Now

At a time when healthcare systems are stretched and communities continue to face growing challenges, Dr. Claudia Montenegro represents something essential.

She represents care that is not just clinical, but personal.

Leadership that is not just administrative, but intentional.

And service that is not driven by obligation, but by purpose.

Because her journey is not just about becoming a doctor.

It is about becoming the kind of doctor she once imagined as a child.

And for the communities she serves in San Diego, that vision is now a reality.
