SAN DIEGO (FOX 5/KUSI) — In a significant move reflecting the city’s commitment to public safety, community livelihood, and responsible technological advancement, the San Diego Metropolitan Transit System’s Taxi Advisory Committee—led by Chair and Councilmember Sean Elo-Rivera—has formally recommended a series of actions opposing the rapid expansion of autonomous, driverless vehicles in San Diego. The committee is urging state leaders to return decision-making power to local jurisdictions so communities can determine whether autonomous vehicles should be allowed to operate on their streets.

With the continued rise of emerging technologies and automated transportation systems, city leaders have emphasized the importance of ensuring that innovation does not come at the expense of San Diego residents who rely on driving professions for economic stability. As the conversation around automation accelerates nationwide, the committee’s stance highlights a growing call for thoughtful regulation that protects local jobs, prioritizes safety, and preserves each community’s right to shape its own transportation landscape.

Councilmember Elo-Rivera expressed deep concern regarding the potential economic impact on taxi drivers and ride-share operators whose livelihoods depend on steady, reliable income. He underscored that behind every vehicle on the road is a worker supporting a family, paying rent, contributing to the local economy, and striving to maintain stability in a rapidly changing world. Therefore, discussions about autonomous vehicle expansion must incorporate real human consequences, not just technological promise.

Adding urgency to the matter, Waymo recently announced its intention to begin passenger transport services in the San Diego region. This announcement has intensified the dialogue around safety readiness, regulatory oversight, labor implications, and the overall preparedness of the city’s infrastructure to accommodate driverless operations. By raising these concerns early, the Taxi Advisory Committee aims to ensure that San Diego remains proactive, not reactive, in shaping its transportation future.

“San Diego’s drivers help keep this city moving, fed, and well-supplied,” Councilmember Elo-Rivera emphasized. “These are hardworking people who rely on driving to pay rent, put food on the table, and care for their families. Any decision that affects their livelihoods must involve them, protect them, and reflect our community values.”

Furthermore, the committee is particularly concerned about the potential introduction of autonomous vehicles at the San Diego International Airport, one of the region’s busiest and most sensitive mobility hubs. Given the airport’s unique transportation demands, safety requirements, and reliance on coordinated human oversight, the committee is urging additional safeguards and restrictions to prevent unregulated autonomous operations in this critical area.

As part of its official recommendations to the MTS Board of Directors, the committee is calling for strong institutional action. The proposed steps include submitting a formal protest to the California Public Utilities Commission (CPUC) regarding Waymo’s Phase I Driverless Autonomous Vehicle Deployment Program Advice Letter. Additionally, the committee is advocating for another formal protest to be filed with the California Department of Motor Vehicles (DMV) concerning Waymo’s autonomous vehicle permit.

These actions are intended to ensure that state agencies fully acknowledge the concerns of local leaders and the workforce that keeps the city running. By elevating the issue at the state level, the committee aims to spark broader discussions about municipal authority, regulatory equity, and the future role of automation in California transportation networks.

Ultimately, the recommendations put forward by the Taxi Advisory Committee reflect a broader mission: to uphold San Diego’s values, safeguard economic opportunity, and champion a transportation environment that evolves responsibly and inclusively. As the city continues to navigate rapid technological change, leaders want residents to know that their voices, livelihoods, and safety will remain at the center of every major decision.

This growing conversation invites the public to learn more, stay engaged, and participate in shaping the policies that will define how transportation innovation unfolds in San Diego. With global companies like Waymo seeking to expand their footprint, the decisions made today will influence how the city balances progress with community protection for years to come.

As the dialogue continues, residents, workers, policymakers, and business leaders will play a crucial role in determining what the future of mobility looks like. And with the MTS Taxi Advisory Committee’s decisive stance, San Diego is signaling that while it welcomes innovation, it will always prioritize the people who call the region home.
