What Is the BELL Business & Government Contracting Summit?

As San Diego continues to grow as a center for technology, defense, innovation, and workforce development, opportunities within government contracting are expanding for entrepreneurs and small business owners. The 6th Annual BELL Business & Government Contracting Summit, taking place June 26–27, aims to help professionals better understand and access those opportunities through education, networking, and collaboration.

Hosted by BELL (Black Entrepreneurs Leaders & Learners), the two-day event brings together entrepreneurs, contractors, government agencies, educators, workforce leaders, and innovators to explore pathways toward business growth and economic advancement.

Empowering Entrepreneurs Through Education and Innovation

Founded by Brian Ware and Jayton Harps, BELL has developed a reputation for creating programs that connect entrepreneurship, workforce development, mentorship, and technology. Through workshops, community partnerships, and business development initiatives, the organization focuses on equipping individuals with practical skills that can support long-term success.

The summit reflects that mission by providing attendees with access to industry experts, educational resources, and networking opportunities designed to support both emerging and established professionals.

Why Government Contracting Matters in San Diego

San Diego’s economy is heavily influenced by industries such as defense, engineering, biotechnology, clean energy, infrastructure, and technology. Many government agencies and large institutions regularly seek qualified small business vendors and contractors to support projects throughout the region.

Despite these opportunities, many entrepreneurs find government procurement processes intimidating due to certifications, compliance requirements, proposal development, and agency relationships. The BELL Summit seeks to simplify that learning curve by connecting attendees directly with professionals and organizations already active within the industry.

According to summit organizers, the event is designed to create stronger pathways into business growth, technology, and economic opportunity while helping participants better understand how to compete for contracts and build strategic partnerships.

Smart Labs and Technology-Driven Business Development

In addition to educational programming, BELL continues to advance its Smart Labs Database initiative. The technology-focused platform is designed to help entrepreneurs identify contracting opportunities, certifications, resources, and potential business partnerships more efficiently.

Attendees can also expect discussions surrounding artificial intelligence, workforce development, financial literacy, emerging technologies, and entrepreneurship. These topics reflect the evolving business landscape and the growing importance of innovation in today’s economy.

Building Access and Representation

A core component of BELL’s work is increasing visibility and access for underserved communities within industries that have historically lacked representation. Through partnerships with organizations including UC San Diego Park & Market, APEX Accelerator, the California Department of General Services, SDG&E, and the National Society of Black Engineers, BELL continues to expand opportunities for entrepreneurs and future leaders.

Who Should Attend?

Whether attendees are looking to scale a business, explore government procurement, transition into emerging industries, or expand their professional network, the 6th Annual BELL Business & Government Contracting Summit offers valuable resources and connections.

Community members, entrepreneurs, students, contractors, and professionals are encouraged to attend and discover how education, mentorship, and collaboration can help shape the future of business and innovation throughout San Diego.
